Black says 'Clean Energy' sub could be out later today

Rep. Spencer Black said the long anticipated "Clean Energy Jobs Act" substitute amendment could be out later today, but there is still some technical work to be done.

"It's a bill that has major impact on the state," said Black, the co-chair of the Assembly Clean Energy Jobs Committee. "It's going to change energy policy in the state of Wisconsin and move us away from dependence on foreign countries and other states.

"Whenever a major bill is undertaken, especially one that affects a variety of interests ... I think it's reasonable to expect it will take time to get it right."

Black said he will wait to give details on the legislation until the sub is through drafting, but the substitute amendment will include new renewable portfolio standards calling for 25 percent of the state's energy to be produced from renewable sources by 2025. He also said it will include goal of a 2 percent annual reduction in energy consumption by 2015.

Black said he expects both his committee and the Senate committee to hold exec votes on the bill. He said he wants the bill to be out for a fair amount of time before the votes, but stressed "virtually nothing new" is in the sub.

"There is relatively little new in the sub that people haven't had a chance to see for many months," he said.

"There will be wide support, and I think it will be taken up by both houses and passed," Black predicted.
